A buyer checklist for choosing which project to do first
A scoring checklist for ranking competing electrification projects by urgency, payback certainty, disruption and dependency, so the order stops being arbitrary.
Most households cannot do everything in one year, so the real question is not which upgrade is best but which one goes first. This checklist is a ranking tool. Score each candidate project against the same six criteria and the order usually settles itself, without anyone having to argue about it over a kitchen table.

The six criteria
Score each candidate from one to five on all six, then total.
- Urgency. How close is the existing equipment to failure, and what happens if it fails in the worst month?
- Dependency. Does this project unblock others, or does it depend on one?
- Payback certainty. Not size of payback, but how confident you are in the estimate.
- Disruption. Days without heat, hot water or a usable kitchen.
- Reversibility. Can the decision be changed later without demolition?
- Approval risk. Does it need a permit, a board vote, or a utility sign-off?
Add the scores. Anything with high urgency and high dependency belongs at the top regardless of what the payback column says, because a failure in February removes your ability to choose at all.
Payback certainty deserves its own column
Homeowners routinely rank projects by estimated savings, then discover the estimate rested on assumptions nobody checked. EIA analysis of appliance efficiency choices makes the mechanism clear: the incremental cost of moving up an efficiency tier varies substantially between appliance types, so the same reasoning does not transfer from one purchase to the next.
That is why the column asks about confidence rather than magnitude. A modest saving you can verify from your own bills outranks a large one that depends on a manufacturer's modeled figure.

Higher totals go first. The pattern this produces is common: envelope and capacity work early because they unblock everything, aging heating equipment next, and discretionary swaps last. That is not a rule so much as what falls out of scoring honestly.
Where technology maturity fits
New categories arrive constantly, and not all of them are ready for a house you have to live in. The Department of Energy's technology-to-market work exists precisely because the gap between a promising building technology and a serviceable product is wide. For a homeowner the practical filter is simple: can a local technician service it, and are parts available now?

Common questions
Should payback ever be the top criterion? Rarely, for a first project. Dependency and urgency decide whether you get to make later choices calmly.
How do I score a project I do not understand yet? Score approval risk and reversibility high, which pushes it down the list until you have looked into it properly.
Does the scoring change for renters? Considerably. Reversibility and landlord approval dominate, and fixed equipment usually drops off the list entirely.
What if two projects tie? Do the one with lower disruption first. Momentum matters more than a one-point difference.
